Job Description
Salary: $65,000 - 105,000 per year Requirements:
- Bachelors degree in business, public administration, computer science, management information systems, or a closely related field from an accredited institution
- Minimum of three (3) years of progressively responsible professional experience relevant to responsibilities of the position, including business analysis, system analysis, or application development, with at least one (1) year at a journey level or in a supervisory/project management role; or an equivalent combination of education and experience
Responsibilities: - Collaborate with management, stakeholders, and IT professionals to identify, document, and prioritize enterprise-level business goals and objectives; ensure IT services and information systems align with these objectives and provide strategic business recommendations
- Assess and analyze user, functional, and system requirements to design, develop, and implement court-supported information systems; create business process models and use cases detailing current and future process states
- Monitor and evaluate trends in technology and business; educate stakeholders about innovations relevant to court operations; contribute to strategic planning based on emerging technologies; integrate industry standards and best practices into processes and systems while advising on infrastructure, software, and IT services
- Document and trace business, user, functional, and system requirements throughout the application lifecycle; create and review user documentation for supported systems; aid in developing operational and technical documentation
- Engage in the development and oversight of quality control and assurance programs; create testing procedures and ensure thorough execution; analyze issues and bugs to recommend quality improvements, utilizing issue tracking tools as needed
- Design training plans for supported systems, recommend standards for training documentation, address training gaps, and conduct training sessions either in-person or remotely
- Participate in planning for the implementation of new complex hardware, software, systems, and services, establishing clear communication plans for stakeholders
- Conduct regular maintenance and emergency protocols on information systems; monitor critical systems and recommend performance metrics for key services, providing ongoing reports
- Assist in crafting disaster recovery and business continuity plans with operational controls
- Develop, review, modify, and recommend IT policies and procedures to enhance court and IT operations
- Review and provide feedback on statements of work, legal contracts, and service level agreements related to IT, coordinating with vendors and contractors to ensure compliance
- Analyze budgetary reports, compile cost estimates, and track project expenditures, making recommendations regarding IT budgets
- Lead technology and business improvement projects as a project manager and actively participate in other assigned project roles, providing regular updates on project status
- Serve as a subject matter expert on court operations and technology, contributing to various committees and working groups where applicable
- Evaluate the regulatory landscape by reviewing new and amended laws and policies impacting court operations and information systems
- Provide support at the service desk addressing complex business and technical issues via various communication channels
- Complete additional special projects as assigned, including Digital Communications Coordination and Trial Court Support
