Job Description

Leffler Consulting is seeking a Senior Program Analyst to join our team at a DoD agency in Washington, DC. The candidate will be a key team member providing oversight of business and management support to the United States Government. This includes financial PPBE (Planning, Programming, Budgeting, and Execution) advisory support to senior officials. An active TS/SCI clearance adjudicated within the last six years is required.

Duties
  • Provide on-site Business and Management Support
  • Provide Process Improvement and Integration Support
    • Integrate processes and information across a portfolio of programs, evaluate execution, and implement process improvement initiatives
  • Improvement of sensitive programs PPBE Processes
    • Develop improved PPBE processes, requirements generation, and prioritization processes
    • Develop analytic tools to support PPBE processes
    • Produce supporting data and documentation
    • Lead efforts to retain the information and experience base needed to accurately and consistently perform processes by providing a knowledge bridge to mitigate turnover of members and staff within the community
  • Improvement of Acquisition Processes
    • Develop improved acquisition, management, and oversight processes
    • Develop analytic tools to support acquisition, program, and oversight management
  • Improvement of sensitive programs Financial Management Oversight
    • Develop improved financial management oversight processes, analytic tools, and improved production of supporting data and documentation
  • Knowledge Management (KM) Implementation Planning
    • Lead efforts to retain the information and experience base needed to accurately and consistently perform processes including PPBE, acquisition and program management, financial management, and security support
  • Training
    • Develop and provide training on functions, reporting, and processes to support the PPBE process and associated PEM and Analyst functions and responsibilities
  • Provide support services on all aspects of functions, processes, and activities
  • Perform other duties as assigned to support corporate initiatives
Required Education
  • Bachelor’s degree in accounting, finance, or other business-related field
Required Experience
  • Solid understanding of PPBE, DoD Acquisition, and Financial Management processes
  • Minimum five years of SAP experience
  • Minimum four years of Project Management experience
  • Knowledge of classified programs, procedures, and processes
  • Proficient in Microsoft Office, including Word, PowerPoint, and Excel programs
  • Ability to work in a dynamic environment and effectively interact with DoD, military/civilian personnel and industry partners
