Job Description and Duties

Under the general supervision of the Deputy within the Information Technology Branch, the Education Programs Consultant (EPC) serves as the Department’s State Broadband Consultant and leads statewide broadband and educational technology initiatives supporting California’s K–12 students and educators. The incumbent provides strategic leadership, fiscal oversight, policy analysis, and executive briefings to advance broadband access, digital equity, and instructional technology statewide.

Serve as the CDE Broadband Coordinator and primary liaison to statewide infrastructure and governance partners. Provide strategic guidance to leadership regarding broadband systems, infrastructure initiatives, and digital equity efforts. Prepare executive summaries, briefing materials, and recommended positions for Department leadership and board representatives.

Provide fiscal and program oversight for major broadband grants and contracts, including monitoring compliance, budgets, expenditures, timelines, and performance outcomes. Lead fiscal review meetings and serve as liaison to control agencies on broadband-related budget matters.

Serve as the Department’s State E-Rate Coordinator and subject matter authority on the federal Schools and Libraries Program. Provide statewide guidance and technical assistance, monitor federal policy updates, coordinate communications, and support compliance and reimbursement maximization.

Provide executive oversight of statewide Educational Technology initiatives, including serving as proxy product owner for the California Educator Together platform. Monitor emerging trends in digital learning, AI, broadband, and cybersecurity to inform strategy and implementation. Monitor and analyze state and federal legislation related to broadband and digital equity, and provide timely written analysis and recommendations to leadership. In-state and occasional out-of-state travel may be required.

Working Conditions

HYBRID

This position is headquartered in Sacramento and may be eligible for a hybrid telework schedule for eligible applicants residing in California. A hybrid telework schedule includes working remotely and working a minimum of 2 days per week in the office.
